August 26, 2026
ADK Consulting & Executive Search, a retained recruitment firm known for its expertise in senior executive searches in the aviation industry, announced the successful placement of Alexandra Orr as Compliance Director for SkyCity, a purpose-built consortium for the transformative U.S. Virgin Islands Port Authority (VIPA) Airports. In this role, Ms. Orr oversees regulatory and agreement compliance across airport operations, including aerodrome certification, project and tenant/operator agreements, and document management to support safe, efficient airport operations.
Ms. Orr brings more than 15 years of experience leading aviation regulatory compliance, safety and security programs, crisis response, and stakeholder engagement across domestic and international airport operations. Most recently, she served as Senior Manager, Global Aviation Security Compliance for United Airlines, where she led a 13-member team responsible for enterprise-wide aviation security compliance and regulatory governance across the airline’s airport and network operations. She directed the implementation of Safety and Security Management Systems (SMS/SeMS) across domestic and international stations, transforming audit findings, operational data, and stakeholder feedback into strategic initiatives that strengthened regulatory compliance and improved safety performance.
Previously, Ms. Orr served as Associate Director – Security with PRISM/Argus Pros Consulting Services, where she developed aviation security policies and procedures for Uber Elevate/Uber Copter and coordinated with the FAA, TSA, and CBP to support the launch of the innovative aviation service. Earlier in her career, she served as Safety & Security Compliance Specialist with CommutAir, where she built the airline’s Safety Management System from the ground up and led compliance initiatives across domestic and international airport operations.
“Effective aviation compliance is built into how an organization operates, rather than treated as a separate function,” said Ms. Orr. “I’m excited to bring that approach to SkyCity and to be part of such an important new chapter for aviation in the U.S. Virgin Islands.”
Ms. Orr earned a Bachelor of Science in Aviation Management from The Ohio State University.
