The City of Philadelphia Appoints Api Appulingam, PE, as New Deputy Director of Aviation, Capital Development

PHILADELPHIA, PA – The City of Philadelphia has selected Api Appulingam, P.E., as the Deputy Director of Aviation, Capital Development. Ms. Appulingam will direct the implementation of the Airport’s Capital Development Program (CDP) for the utilization of physical facilities for both Philadelphia International Airport (PHL) and Northeast Philadelphia Airport (PNE). She will oversee all aspects of the CDP effort, including planning, design, engineering, program and construction management, sustainability, and managing internal resources and third-party service providers and contractors. She started her new position on June 17, 2019.

Ms. Appulingam has more than 14 years of experience in the aviation industry, with several general aviation and commercial service airports in the U.S. and internationally. She served as the Philadelphia Office Leader for RS&H, Inc., a national provider of architecture, engineering and consulting services.

“I am thrilled to join the PHL team,” said Ms. Appulingam. “I look forward to continuing to work with the team in a different capacity, and I’m excited for what the future holds.”

Ms. Appulingam earned a bachelor’s degree in civil engineering from Texas A&M University and a master’s of business administration in project management/corporate finance from the University of Dallas. She is a registered Professional Engineer (P.E.) and serves on the Executive Board and as Corresponding Secretary for the Women’s Transportation Seminar, 2019-2020.
