The Metropolitan Knoxville Airport Authority Names Terrence Carter as Business Diversity Director

KNOXVILLE, TN – The Metropolitan Knoxville Airport Authority, which operates McGhee Tyson Airport (TYS) and Downtown Island Airport (DKX), has named Terrence Carter as Business Diversity Director. In this position, Mr. Carter will be responsible for developing and managing the Authority’s Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) programs, in compliance with federal regulations. Mr. Carter began his new role on May 15, 20524.

Mr. Carter has a strong background in economic and business development, strategic planning, and community outreach. Most recently, he was Vice President, Economic and Business Development for the Knoxville Area Urban League. In that role, he managed a $5.2 million loan program that provides loans to small businesses unable to secure capital from traditional lenders, a 10-week entrepreneurship training for start-up businesses, and a 7-month business growth training program for existing businesses trying to expand. Mr. Carter has also served as Executive Director for Partnership for Neighborhood Improvement where he was responsible for leading the staff, volunteers, and contractors in implementing the Knoxville Empowerment Zone Prospectus, a ten-year $10 million per year effort to improve the Heart of Knoxville neighborhoods.

Mr. Carter received a bachelor’s degree in Public Administration from the University of Tennessee and went on to earn his master’s degree in Public Administration from Baruch College. He is a member of the Executive Board of the East Tennessee Development District and the City of Knoxville’s Diversity Business Advisory Council.
